Why might someone choose web-based apps over tablet-based apps?

In 2013, there are many web2.0 websites using programming languages (like Java and Flash) to provide services. These don't work on iPads, and the ability of other tablets to use website-based services effectively is uneven.

Some companies that have an interactive web2.0 website have created an app that will manipulate the website, but most still rely "computers" (and not tablets) to interact. Tablets can view these sites, but generally not create/interact with them.
